Both of those are really hard. Try a good quality upholstery, or carpet cleaner. Maybe a “high traffic area” carpet cleaner. Club soda doesn’t contain any detergents.
If it’s just an upholstered chair seat and I didn’t love the fabric anyhow, I’d pull it off and replace it. Something like this: http://www.upholster.com/howto/slipseat.html is dead easy.
Otherwise, I’d use cleaning solution of whatever description has been termed safe for the fabric, and a wet/dry vac to suck the goo back out of the fabric, followed by plain water rinses. I’d probably start with something like Resolve.
